Physical distancing Surface cleaning Face coverings Hand and respiratory hygiene Ventilation Measures to identify and isolate those who are infectious or may become infectious, such as testing and isolation (also known as quarantine) Measures to reduce the number of contacts, including lockdown, settings closures and limitation of social contacts (such as the ‘rule of 6’) Shielding of the most clinically vulnerable Travel and border restrictions Review includes 151 studies (search date: 1 March 2023) Evidence gap map for NPIs https://research.ukhsa.gov.uk/evidence-gap-map-npi-and-covid-19/ Only 19 of the 151 studies reported on effectiveness of measures to reduce infection risk at individual level, of which 14 reported on face coverings. This suggests that there is an evidence gap for other measures within this category, such as hand and respiratory hygiene, ventilation and cleaning (studies that reported on packages of NPIs were excluded). Two-thirds of the evidence identified was based on modelling studies (100 out of 151 studies). There was a lack of experimental studies (2 out of 151 studies) Individual-level observational studies (22 out of 151 studies). On measures aimed to reduce infection risk at individual level The evidence available for this category is therefore likely to be weak, both in terms of study design and potential bias. Apart from test and release strategies for which 2 randomised controlled trials (RCTs) were identified, the body of evidence available on effectiveness of NPIs in the UK provides weak evidence in terms of study design, as it is mainly based on modelling studies, ecological studies, (relationship between outcome and exposure at a population level) mixed-methods studies and qualitative studies. For future pandemic preparedness A need to strengthen evaluation of interventions, and build this into the design and implementation of public health interventions, and government policies from the start of any future pandemic, or other public health emergency. The next steps are to critically appraise and synthesise the evidence identified on the effectiveness of individual NPIs, implemented in community settings to reduce the transmission of COVID-19 in the UK. There is also a need to review and assess the evidence on the economic impact of NPIs, as well as their wider impact, including on mental health and health inequalities. PAPER SUMMARY Macroeconomics has increasingly adopted tools from the applied micro "credibility revolution" to estimate micro parameters that can inform macro questions. In this paper, we argue that researchers should take advantage of this confluence of micro and macro to take the credibility revolution one step further. We argue that researchers should assess the plausibility of the micro estimates and macro models by constructing macro counterfactuals for historical periods and comparing these counterfactuals to reasonable benchmarks. We illustrate this approach by conducting a case study of the 2001 U.S. tax rebates, as well as brief analyses of the 2008 rebate and the ARRA. In the 2001 rebate case, we calibrate a standard two agent New Keynesian model with the leading estimates of the household marginal propensity to spend out of the rebates to construct a counterfactual path for nondurable consumption. According to the model, without the tax rebate, nondurable spending would have fallen in the fall of 2001 by more than any other post-war period except COVID-19 and the fall of Lehman Brothers. Using forecasting regressions and other evidence, we argue that this counterfactual is highly implausible. When we investigate the source of the discrepancy, we find that the leading MPC estimates are not representative of the total response of consumption. We also find that counterfactuals for the 2008 rebate and the ARRA are similarly implausible. ,The Swedish government's decision to forgo lockdowns as most of Europe, Asia, and North America's political leaders forcibly closed businesses and schools in the early days of the pandemic became one of the most controversial COVID policies of 2020. The New York Times in April 2020 designated Sweden "the world's cautionary tale," and President Donald Trump proclaimed that "Sweden is paying heavily for its decision not to lockdown" as an early wave of COVID deaths hit Sweden harder than its Nordic neighbors. But to Swedish officials, "it looked like it was other countries that were engaging in a dangerous experiment," writes Cato Institute senior fellow Johan Norberg in a policy paper entitled "Sweden during the pandemic: Pariah or paragon?" The attacks on Sweden's laissez-faire approach were short-sighted, says Norberg. Today, Sweden's COVID-19 death rate is not an outlier, and its excess death rate from 2020 to the present is the lowest in Europe. In a retrospective report on the country's pandemic response, Sweden's public health officials say that they should have more aggressively protected senior citizens and tested and quarantined travelers from COVID hotspots in those early days, but consider the focus on public health recommendations that people can "follow voluntarily" over coercive lockdowns was "fundamentally correct." Norberg also points out that Sweden avoided the economic contraction that its neighboring countries suffered, as well as the learning loss experienced in countries that closed schools for months or even years. The siren will be a test of a new emergency alert system from the government. If it works, it may be used to warn people about floods or other life threatening situations in the future. The government says it could one day be "the sound that saves your life". When is the emergency alert system being tested? The UK government's emergency alert system test will sound on Sunday 23 April at 3pm, The sound may be different, depending on the device, but the government says it may make a loud siren sound (even if the phone or tablet is on silent). It could also vibrate, or even read out a message automatically. The alert will last around ten seconds and you'll need to swipe the message to clear it or hit "OK" and carry on using their device. People who have their phones switched off will not receive the message. Did you hear it already? The emergency alert system has been running tests in parts of the UK already so you may have heard it before It was tested in Reading and East Suffolk in England last year Did you hear it? What did it sound like? Let us know in the comments below The test had originally been planned for the early evening but was moved to avoid clashing with an FA Cup semi-final, which kicks off at 4.30pm. The government was also keen to avoid a clash with the London Marathon, which starts at 9.30am on that Sunday. What will the emergency alert system be used for? The first time this alert happens it is just as a test so it's nothing to worry about, but in the future it could be letting you know about a real emergency. The government says it could be used if you're somewhere where it may flood. It could also be used for big fires, or extreme weather, like blizzards or big storms. It could also be used during terror incidents or emergencies if the UK was under attack. Only emergency services or the government will send warnings, so they say it's important to listen to them if you get one. Can you turn off emergency alerts? Although it's possible to turn the emergency alert system off, the government says there are lots of reasons to keep it on. It says the warnings will only ever be sent if there's an "immediate risk to life," with a government minister adding "There's not going to be a general kind of spam system", The government says the way they work means the system doesn't need to track you, or have any data sent back from you. The alerts will be sent to every smart device near phone masts in the area where the emergency is. But if you do want to turn them off, you can go into your phone's notification settings and switch off Emergency Alerts. Do other countries have emergency alert systems? All 4G and 5G Android and Apple phones are already fitted with emergency alert capability, as similar systems are in use in the United States, Canada, Japan and other countries around the world. The government has said that the most common emergency in the UK is flooding, but other countries have already used it for situations including: France and Greece to warn of wildfires which happened in Europe in 2022 New Zealand used it to help give nationwide alerts for the COVID-19 pandemic, and whose system has been "widely credited with saving lives" The USA where 70,000 alerts have been used to warn the public about dangerous weather, missing children, and other critical situations since 2012. ,Senator Rand Paul (R-KY) introduced a resolution seeking unanimous consent to eliminate a COVID-19 vaccine mandate required for all high schoolers participating in The United States Senate Page Program. The resolution also would have prevented masking and most testing requirements for the pages. The resolution was blocked by Senator Ben Cardin (D-MD) who said the decision "should be left to medical professionals." He went on to say that a ban on masking and testing could create issues down the road if another public health emergency were to arise. According to the CDC, all COVID-19 vaccines currently available in the United States are effective at preventing COVID-19. Getting sick with COVID-19 can offer some protection from future illness, sometimes called “natural immunity,” but the level of protection people get from having COVID-19 may vary depending on how mild or severe their illness was, the time since their infection, and their age. Getting a COVID-19 vaccination is also a safer way to build protection than getting sick with COVID-19. COVID-19 vaccination helps protect you by creating an antibody response without you having to experience sickness. Getting vaccinated yourself may also protect people around you, particularly people at increased risk for severe illness from COVID-19. Getting sick with COVID-19 can cause severe illness or death, and we can’t reliably predict who will have mild or severe illness. If you get sick, you can spread COVID-19 to others. You can also continue to have long-term health issues after COVID-19 infection. While COVID-19 vaccines are effective, studies have shown some declines in vaccine effectiveness against infections over time, especially when the Delta variant was circulating widely. The mRNA vaccines do not contain any live virus. Instead, they work by teaching our cells to make a harmless piece of a “spike protein,” which is found on the surface of the virus that causes COVID-19. After making the protein piece, cells display it on their surface. Our immune system then recognizes that it does not belong there and responds to get rid of it. When an immune response begins, antibodies are produced, creating the same response that happens in a natural infection. In contrast to mRNA vaccines, many other vaccines use a piece of, or weakened version of, the germ that the vaccine protects against. This is how the measles and flu vaccines work. When a weakened or small part of the virus is introduced to your body, you make antibodies to help protect against future infection. Everyone ages 18 and older should get a booster shot either 6 months after their initial Pfizer or Moderna series, or 2 months after their initial Johnson & Johnson’s Janssen vaccine. People ages 16–17 may get a booster dose of Pfizer at least 6 months after their initial series of vaccines. The CDC says A person is fully vaccinated two weeks after receiving all recommended doses in the primary series of their COVID-19 vaccination. A person is up to date with their COVID-19 vaccination if they have received all recommended doses in the primary series and one booster when eligible. Getting a second booster is not necessary to be considered up to date at this time. A study by The Cleveland Clinic found that both previous infection and vaccination provide substantial protection against COVID-19. Vaccination of previously infected individuals does not provide additional protection against COVID-19 for several months, but after that provides significant protection at least against symptomatic COVID-19. According to the CDC layered prevention strategies — like staying up to date on vaccines and wearing masks — can help prevent severe illness and reduce the potential for strain on the healthcare system. Wear a mask with the best fit, protection, and comfort for you. If you are in an area with a high COVID-19 Community Level and are ages 2 or older, wear a well-fitting mask indoors in public. If you are sick and need to be around others, or are caring for someone who has COVID-19, wear a mask. If you are at increased risk for severe illness, or live with or spend time with someone at higher risk, speak to your healthcare provider about wearing a mask at medium COVID-19 Community Levels.
